Challenge: Visualize a set of target values and shortfalls. For example, consider 10 different fisheries with a target catch from each of 4 populations, and actual catches constrained due to area and time closures, capacity limits (e.g. maximum daily catch) and economic considerations (e.g. minimum profitable daily catch).

Solution: 4 panels of horizontal stacked bars, with colors to emphasize difference between target and actual. The template is set up to use a common axis for all 4 panels or automatically adjust each panel based on its largest value.
